Horses have historically occupied a gray area concerning laws and regulations. In most states they're not considered pets, but they're not really livestock either. This lack of oversight allows drug cartels and human traffickers to exploit the system without regulation. The slaughter pipeline comprises numerous auctions across the United States, providing a cover for these criminal activities to remain hidden and unmonitored. Most law enforcement agencies do not prioritize issues related to horses, and those involved in the pipeline often claim they acquired the horse from another auction, leading to any case being dismissed.
1) What is the horse slaughter pipeline? The horse slaughter pipeline is a network of criminal activity that moves horses from auction to auction towards and away from international borders and across state lines to facilitate the transport of illicite drugs, guns and humans.
2) Is it all illegal? It is not illegal to transport horses across state lines without coggins or health certificates if they are traveling directly to an export pen. Any other stop or sale across state lines without a health certificate or negative coggins is typically illegal.
3) How often does it happen? With over 200 licensed, and unknown number of unlicensed horse auction yards, there are quite literally thousands of horses moved a week across state lines.
