For years Horse Plus Humane Society, our coalition, donors, partners and advocates have been fighting to put the uncensored truth from our deep undercover investigations into the right hands. Today, we have achieved a historic breakthrough. Following a monumental 14-hour markup session, the House Transportation & Infrastructure Committee officially approved the BUILD America 250 Act (H.R. 8870). Crucially, it includes the bipartisan Van Drew-Titus Amendment, a federal ban modeled after the SAFE Act that outlaws the commercial transportation of horses across state and national borders for the purpose of slaughter. While Washington celebrates this as a massive infrastructure milestone, our investigative team knows the dark reality of what this amendment truly attacks. This isn’t just about ending the horrific abuse of horses being shipped to brutal deaths in Mexico or Canada, our investigations have unmasked a truth far more sinister: the horse slaughter pipeline is a vast, weaponized criminal network used by cartels to smuggle drugs, cash, and human trafficking victims across borders.
The Disguise of “Horse Slaughter”
For decades, the pro-slaughter lobby has hidden behind the lie that slaughterhouses are a necessary evil to deal with an “equine overpopulation” crisis. Our data obliterates that myth. Only 0.4% of the total U.S. horse population is shipped to slaughter. Let that sink in. Less than half of one percent of all American horses enter this pipeline. - Narcotics Trafficking: Cartels are surgically planting narcotics inside live horses, stuffing contraband under saddles on horses riding in trailers, and packing alfalfa horse feed bags completely filled with methamphetamine.

These facilities have been documented repeatedly threatening and kicking out anyone who isn’t a known “regular.” They are aggressively hiding their activities because their primary income isn’t coming from horses, it’s coming from transnational crime.

The Most Horrific Element: Human Smuggling and Disease
Perhaps the most sickening reality uncovered by our organization is how deeply the human trafficking crisis intersects with this pipeline. Eyewitness sources deep undercover have observed human beings being hidden inside the dark, crowded semi-trailers alongside terrified slaughter horses, using the horses as literal shields to evade detection.

The biological evidence backing up this human-to-horse contact is undeniable. The Horse Plus Humane Society has documented nearly two dozen slaughter-bound horses testing positive for Corynebacterium diphtheriae (Diphtheria). According to the Centers for Disease Control and Prevention (CDC), this specific strain is not native to the United States; it is a prevalent strain in South America. Furthermore, the CDC confirms that for a horse to contract this strain, it requires prolonged, close physical contact with an infected human. The infected horses rescued by Horse Plus Humane Society are proof of extended exposure to trafficked individuals brought up through cartel routes. The horse slaughter pipeline is a severe, active public health threat, carrying zoonotic diseases that risk the safety of the American public.

Securing the Van Drew-Titus Amendment inside a massive federal transportation reauthorization bill is a massive strategic victory. Because the cartels rely on the interstate and international transportation of these animals to disguise their operations, cutting off the legal right to transport horses for slaughter completely dismantles their logistical loophole.
This is a monumental victory for horses, and a massive win for national security and public safety. But the fight is not over. The BUILD America 250 Act must now pass the full House floor and survive the Senate.
